The upsssc vdo syllabus for the Gram Panchayat Adhikari post, as reported in the latest published version, is a single objective paper of 100 questions in 2 hours with three parts: Panchayati Raj and rural development (65 marks), computer and information technology (15 marks) and general knowledge of Uttar Pradesh (20 marks). Entry to it depends on holding a live PET score.
In Uttar Pradesh the word VDO is used loosely for two village level jobs, Gram Panchayat Adhikari in the Panchayati Raj Department and Gram Vikas Adhikari in the Rural Development Department. This page sets out the up vdo exam pattern, every topic in the three parts, what changed from older papers and a Hindi summary, so you can plan your study around the paper actually set.

From PET score to VDO posting
The VDO route has two written steps. Step one is the Preliminary Eligibility Test, shared to most Group C posts of the commission. When a VDO advertisement is released, only candidates with a valid PET score can apply, and a set number of applicants for each vacancy is called, ranked by PET marks. Those shortlisted then write the post specific paper described here.
Selection is made on the marks of this post specific paper, followed by verification of certificates. There is no interview. The PET itself has its own pattern and syllabus, explained on our UPSSSC PET syllabus page.
UPSSSC VDO exam pattern table

A correct response adds 1 and an incorrect one subtracts 0.25; that means a run of four bad guesses erases the value of one good answer. The last Gram Panchayat Adhikari paper was reported to be an offline OMR test.

Strengthening measures and the officer's job

The computer part rewards anyone who has actually done a CCC course, since the questions follow the same ground. Revisit your CCC notes rather than starting a new book.
How the VDO paper has changed
Older VDO papers, held before the PET system began, had 150 questions for 300 marks on Hindi, reasoning and general knowledge. The 1,468 post Gram Panchayat Adhikari cycle switched to the post specific paper shown above, which gives 65 of the 100 marks to Panchayati Raj and village administration, with no separate Hindi or reasoning part.
The practical lesson: old question banks full of reasoning puzzles and Hindi grammar will not match the present paper. Use them only for UP GK, and build fresh notes on panchayat law and schemes.
A 12 week study plan for the VDO paper
- Weeks 1 to 3: the 73rd Amendment and the UP Panchayat Raj Act, reading the bare provisions on structure, elections, reservation and duties.
- Weeks 4 to 6: panchayat finance, Finance Commission grants and the development plan, then the rural schemes, one ministry at a time.
- Weeks 7 and 8: computer basics from CCC material with 30 questions a day.
- Weeks 9 and 10: UP history, geography, culture and economy from state focused notes.
- Weeks 11 and 12: five complete timed mocks marked on OMR answer sheets and a final round on scheme names, launch years and target groups.

Who can apply and what to read
The last Gram Panchayat Adhikari advertisement required a class 12 pass, a CCC or matching computer certificate and a PET scorecard still in force. Applicants had to be 18 to 40, and UP reserved groups got the age relief allowed under state rules. Check these again in the new advertisement.
For reading, use the bare text of Part IX of the Constitution, the state Panchayat Raj Act, the official pages of the Panchayati Raj Department on schemes, and NCERT books for any UP history and geography gaps. The state's top level papers are covered on the UPPSC syllabus page. Similar village level jobs in other states, such as the Rajasthan VDO syllabus, follow different patterns, and more UP papers are on the state exams hub.
Frequently asked questions
Is PET compulsory for the UP VDO exam?
Yes. Without a current PET scorecard you cannot apply when the VDO advertisement is released, and shortlisting for the written paper is done on PET marks.
Is there Hindi and reasoning in the latest VDO syllabus?
The latest reported syllabus has no separate Hindi or reasoning part. It has Panchayati Raj and rural development, computer and IT, and Uttar Pradesh general knowledge. Earlier VDO papers did include Hindi, and the commission can revise the split, so check the annexure of your advertisement.
Under the upsssc vdo exam pattern, are marks cut for errors?
Yes, 0.25 goes for each error, against 1 gained per correct reply. Questions you skip do not change your total.
What is the difference between Gram Panchayat Adhikari and Gram Vikas Adhikari?
Both are called VDO in everyday use. Gram Panchayat Adhikari works under the Panchayati Raj Department as the panchayat secretary, while Gram Vikas Adhikari works under the Rural Development Department on schemes. Their recruitment notices are separate, so match your study to the notice of the job you are targeting.
Which part of the VDO syllabus carries the most marks?
Rural development schemes alone carry 20 marks, the largest single block, and the whole Panchayati Raj part carries 65. Uttar Pradesh general information follows with 20 marks.
Is CCC needed for the VDO post?
The last Gram Panchayat Adhikari advertisement asked for a CCC certificate or an equivalent computer qualification along with intermediate. Confirm the exact computer certificate rule in the new advertisement.
