OAS Syllabus and Exam Pattern for Prelims and Mains

Civil servicesGraduate levelOdisha state serviceUpdated 26 Oct 2026

The OAS syllabus is the syllabus of the Odisha Civil Services examination, because the Odisha Administrative Service is filled through that combined exam: a two paper objective screening round (General Studies plus CSAT), a mains of nine descriptive papers, and a personality test. OPSC runs it, and the same exam also recruits for the Odisha Police Service, finance, taxation and other state cadres.

This page is built for the first hurdle. It breaks the OAS prelims syllabus into the areas questions actually come from, explains the number of questions and the marking, then gives a short view of the mains so you can plan both together. For the full mains breakdown and optional subject rules, read our OPSC syllabus guide alongside this one.

OCS preliminary examination for OAS and allied services
PaperQuestionsMarksTimeStatus
Paper I: General Studies1002002 hoursMerit for the mains shortlist
Paper II: CSAT802002 hoursQualifying, minimum 33%

Both papers are objective and are usually held on the same day. Each GS question works out to 2 marks and each CSAT question to 2.5 marks, and every incorrect response is penalised at a third of that value. Your GS score decides whether you reach the mains, but only once your CSAT score reaches 33%. Nothing from the prelims is added when the final list is prepared.

Question counts, the mains ratio and the number of vacancies are fixed in each OPSC advertisement. Match your mock tests to whatever the newest advertisement prescribes.

OAS prelims syllabus for General Studies

Paper I follows the familiar civil services list, with Odisha woven into almost every area:

  • Current events of Odisha, India and the world, including state schemes, budgets and appointments.
  • History: the Indian story from the Harappan age up to 1947, with Kalinga, the Gangas and Gajapatis, the Paika rebellion and the movement that led to a separate Odisha province.
  • Geography: land, people and resources across India and the world, plus Odisha's rivers, coastline, minerals, forests, tribes and districts.
  • Polity: constitutional articles, how the Union and the Odisha legislature work, three tier local bodies, policy making and rights.
  • Economy and social development: growth, poverty, inclusion, demography and social sector programmes, with the Odisha economy.
  • Environment: ecology, biodiversity and climate change, and coastal and cyclone issues relevant to the state.
  • General science as it applies to daily life and technology.

CSAT: what Paper II covers

The CSAT list is short: passages to read and answer on, how you deal with and talk to people, logic and analysis, sound decisions when a situation is tricky, mental ability puzzles, plus class 10 level arithmetic and reading charts or tables. It is only qualifying, yet it trips up many candidates from arts backgrounds every cycle. With 80 questions at 2.5 marks each, you need about 66 marks, which is roughly 27 correct answers if you make no mistakes. Solve one timed set of comprehension and one of numeracy every week from the start.

A quick view of the mains

The mains has two qualifying language papers, Odia and English, followed by seven merit papers of 250 marks each: Essay, General Studies I to IV, with the optional subject filling the last two slots. The personality test adds 250 marks, making a final merit total of 2,000. All mains papers are descriptive and run for 3 hours each. The GS papers repeat the prelims areas in more depth and add ethics, internal security and disaster management, so reading for prelims with mains in mind saves months.

Working out the weightage yourself

OPSC does not publish a subject wise split for Paper I, and the balance between areas keeps changing. The reliable way to judge it is to take the last three or four GS papers from the commission's site and tally the questions by area yourself. That one evening of work beats any general advice about weightage.

  • Odisha specific questions are a big differentiator: these are the questions where general civil services preparation alone falls short.
  • Polity questions are usually direct and score well if you know the Constitution articles and Panchayati Raj structure.
  • Current affairs can be prepared well with a monthly compilation of state and national news.

Six months to the prelims

  1. Month 1: NCERT history and geography for classes 6 to 12, with a separate Odisha notebook from day one.
  2. Month 2: polity and economy basics, then the Odisha economic survey highlights.
  3. Month 3: environment, science and Odisha's past and culture from Odisha board school texts.
  4. Month 4: past OCS papers by subject, with two CSAT sets every week.
  5. Months 5 and 6: both mock papers back to back, as on the real day, revision of Odisha facts and current affairs.
Subhashree works in a bank in Cuttack and studies three hours each weekday. She kept a page for every Odisha district with its river, chief minerals, tribes and a festival. During revision she reread one page each morning on her commute, and the state questions in her mocks stopped costing her marks.

Who can apply for OAS

Applicants need Indian citizenship and a graduation degree finished before the application window closes. Command over spoken and written Odia is also required, shown through a school certificate with Odia as a subject or medium, or a pass in the Odia test of the School and Mass Education Department. Recent notices have set the general category age band at 21 to 38 years and the commission grants additional years to SC, ST, SEBC, women and PwBD applicants, but OPSC states the exact limits and cut off date each time, so check the current notification.

OAS syllabus: books and next steps

NCERT books build the national base. For Odisha, rely on Odisha board textbooks for the state's past and culture, the Odisha economic survey with each year's state budget, and a monthly news digest of the state. Past OCS question papers on the commission's site are the best way to test yourself. Plenty of candidates also attempt the UPSC civil services exam alongside, since the general studies overlap. To compare other state services, see the WBCS syllabus, the BPSC syllabus and the civil services exams hub.

Frequently asked questions

Is the OAS exam the same as the OCS exam?

Yes. OPSC holds one combined Odisha Civil Services exam, and the Odisha Administrative Service is one of the services filled through it. Which service you land in depends on where you rank and the order of services you listed.

How long are the two OAS prelims papers?

General Studies has 100 questions and CSAT has 80, each paper worth 200 marks with 2 hours. Wrong answers carry a one third penalty.

Do CSAT marks count for the mains cut off?

No. Clearing 33% in CSAT is the whole requirement. The mains shortlist is drawn from your General Studies Paper I score.

Is Odia knowledge compulsory?

Yes. OPSC requires working knowledge of the language, and the mains includes a qualifying Odia language paper.

How much of the oas exam syllabus is about Odisha?

Odisha content runs through every GS area: history, geography, economy, polity and current events. There is no fixed share, so study past papers to judge it, and expect it in the mains too.

Is Odia allowed as the answer medium in the mains?

The permitted medium for each descriptive paper is set out by OPSC per cycle, and it can vary between papers, so read that part of the advertisement carefully.
