The OPSC syllabus for the Odisha Civil Services (OCS) exam follows a three stage, UPSC style route: two objective prelims papers, a descriptive mains of nine papers including an optional subject, and a 250 mark personality test. The Odisha Public Service Commission uses this one combined exam to recruit for state services such as the Odisha Administrative Service, Odisha Police Service, and finance and taxation cadres.
If you have prepared for the civil services before, most of the general studies will feel familiar. What sets the OCS apart is the steady Odisha angle in every paper and the two qualifying language papers in the mains. This page lays out the OPSC exam pattern, the prelims and mains topics, how marks add up, plus a ten month timetable.

OPSC exam pattern for prelims
| Paper | Marks | Time | Role |
|---|---|---|---|
| General Studies Paper I | 200 | 2 hours | Decides who qualifies for the mains |
| General Studies Paper II (CSAT) | 200 | 2 hours | Qualifying, at least 33% |
You must sit both papers. Paper I is checked only if you reach 33% in CSAT, and the mains list is drawn from Paper I scores. Neither paper counts towards the final merit. Pick a wrong option in either paper and you forfeit one third of the marks it carried.
OPSC syllabus for the prelims papers
Paper I, the general studies paper, ranges across these areas:
- Current happenings in the state, the country and abroad
- History of India and its fight for freedom, alongside Odisha's past and the rise of Odia national feeling
- World and Indian geography, plus Odisha's land, people and economy
- Polity and governance: the Constitution, Panchayati Raj, public policy, rights based concerns
- Social and economic development: poverty, inclusion, demography and the social sector
- Climate change, ecology and the variety of life
- Everyday general science
Paper II, CSAT, checks how well you read a passage, handle people and communicate, reason through an argument, solve problems and make choices, plus basic numeracy and data handling pitched at class 10.

OPSC mains syllabus for general studies
- Essay: essays on varied topics, judged on structure, clarity and depth of argument.
- GS I: Indian and Odishan heritage and culture, including temple architecture; modern Indian history; dynasties and resistance movements of Odisha; world, Indian and Odisha geography; society.
- GS II: the Constitution, Union and State relations, governance and transparency, Panchayati Raj in Odisha, state laws on public services and the Lokayukta, social justice and welfare schemes, India's foreign relations.
- GS III: budgets and the economy of India and Odisha, farming, scientific and technological progress, conservation, disasters and their management, internal security including Left wing extremism in the state.
- GS IV: ethics and the human interface, attitude, aptitude and foundational values for the civil service, emotional intelligence, probity in public life, plus case based questions.
The language papers test comprehension, precis, usage and vocabulary and short essays. The Odia paper also includes translation between English and Odia.
Choosing the optional subject
Two of the seven merit papers come from one optional subject that you pick from the OPSC list. The list has 30 subjects such as Agriculture, Law, Sociology and Public Administration, plus the literature of one language (English, Hindi, Odia, Persian, Sanskrit or Urdu). Certain pairings cannot be taken together, so read the combination rules in the notification.
How the 2,000 OCS merit marks split
Out of 2,000 merit marks, general studies papers carry 1,000, the optional 500, the essay 250 and the interview 250. That split points to a simple priority order: GS answer writing first, then optional depth, with the essay practised every fortnight. Since every GS paper leans on Odisha, keep a separate notebook of state facts: districts, rivers, tribes, festivals, budget highlights and flagship schemes.
Odisha board school textbooks are very useful for state history and culture, NCERT books build the base for national topics, and the Odisha economic survey and budget speech cover the state economy.
A ten month plan for the syllabus of OPSC
- Months 1 to 3: NCERT base for the four core GS subjects, with Odisha notes alongside each chapter.
- Month 4: optional subject first reading.
- Months 5 and 6: prelims revision, two mock papers each week and CSAT practice so the 33% bar is never in doubt.
- Months 7 to 9: mains answer writing every day, two optional answers and one GS answer, plus a weekly essay.
- Month 10: Odia and English language papers, GS IV case studies and full length mains tests.
Many OCS aspirants sit the UPSC civil services too, because the GS papers overlap so closely. For lower level Odisha jobs, see the OSSC CGL syllabus and the OSSSC syllabus, and compare other state services under civil services exams.
Frequently asked questions
Does my OPSC prelims score count in the final result?
No. The prelims is a filter for entry to the mains. Final merit is based on the seven mains merit papers and the personality test, a total of 2,000 marks.
How much negative marking does OPSC apply?
In either prelims paper, each incorrect response is docked by one third of its marks. A skipped item scores zero with no deduction.
Is knowing Odia compulsory for OCS?
Yes. Candidates must be able to read, write and speak Odia, and the mains has a qualifying Odia paper of 250 marks where you need at least 25%. The notification lists the ways you can prove Odia knowledge.
How old can an OCS applicant be?
The minimum age is 21. The upper limit has changed in recent cycles after the state revised its age rules, and the latest OCS notice is reported to allow up to 42 for general candidates, with relaxations for reserved categories. Confirm the exact limit and cut off date in the current advertisement.
Is the OPSC mains syllabus the same as UPSC?
The structure is very close: essay, four GS papers and two optional papers, with ethics in GS IV. The difference is the strong Odisha content in every GS paper and the qualifying Odia and English papers.
Is Odia allowed as the medium for mains answers?
The notice spells out which medium each paper permits, so read that part closely. The language papers themselves must be answered in Odia and English respectively.
