APFC and EO/AO recruitment test: nine subject areas, then an interview

UPSC EPFO Syllabus for APFC and EO/AO

Civil servicesGraduate levelGroup A for APFCUpdated 26 Oct 2026

The UPSC EPFO syllabus covers nine areas in one objective recruitment test: General English, Indian culture and the freedom movement, the Indian economy, governance and the Constitution, general science and computers, maths and mental ability, labour and social security, accounting and insurance, and current events. The test lasts two hours and penalises each mistake at one third, and those who clear it face an interview.

UPSC uses this test to recruit for the Employees' Provident Fund Organisation, mainly the Assistant Provident Fund Commissioner (APFC) post and, in some rounds, Enforcement Officer or Accounts Officer (EO/AO). The latest notice, for 80 APFC posts, swapped labour laws for the new labour codes in the syllabus. Read on for the UPSC EPFO syllabus and exam pattern together, what each area really asks, and a plan that suits working graduates. For the main civil services route, see the UPSC syllabus.

The notice does not fix the question count in its main text, so read the scheme in its appendix. Past EPFO papers have had 120 questions. With a one third penalty, every three bad guesses cancel a correct answer, so blind guessing hurts.

The nine areas of the EPFO syllabus

  1. General English
  2. Indian culture, heritage and freedom movements
  3. Developmental issues and present trends in the Indian economy
  4. Governance and the Constitution of India
  5. General science and basic knowledge of computer applications
  6. Elementary mathematics, statistics and general mental ability
  7. Industrial relations, labour codes and social security in India
  8. Principles of accountancy, auditing and insurance
  9. Current events of importance in India and the world

The official list stops at these headings. The notes below explain what the questions inside each one tend to test, based on how past EPFO papers have been framed.

What each area asks in practice

  • General English: reading passages, spotting errors, improving sentences, word meanings and opposites, idioms, and cloze blanks.
  • Culture and freedom movement: art, architecture, religion and literature through the ages, and the national movement from 1857 to independence.
  • Economy: growth, inflation, budget, banking, poverty and employment, and recent government schemes.
  • Governance and Constitution: fundamental rights and duties, directive principles, Parliament, executive, judiciary, federal relations, constitutional bodies.
  • Science and computers: everyday physics, chemistry and biology, health, and computer basics such as hardware, software, internet and security.
  • Maths and mental ability: percentages, ratio, interest, averages, data interpretation, basic statistics, series and puzzles.
  • Labour and social security: the four labour codes on wages, industrial relations, social security and occupational safety, the EPF and pension schemes, ESI, ILO conventions and trade unions.
  • Accounting, audit and insurance: journal and ledger, final accounts, depreciation, basic auditing standards, life and general insurance concepts.
  • Current events: appointments, reports, summits, awards and policy news of the past year.

Why labour codes deserve extra time

This is the area that sets the EPFO test apart from other graduate level exams, and it ties straight to the job. Older papers drew on separate labour Acts; the latest syllabus names the labour codes, so study the Code on Wages, the Industrial Relations Code, the Code on Social Security and the Occupational Safety, Health and Working Conditions Code. Know the EPF, pension and deposit linked insurance schemes in detail, since they are the core of EPFO's work.

Neha is a commerce graduate working in a bank. Accounting is easy for her, but labour codes are new. She gives the first month mostly to the four codes and EPFO's own schemes, reading the official summaries from the labour ministry, then moves to polity and economy where her base from college helps.

A ten week plan around the UPSC EPFO syllabus

  1. Weeks 1 to 3: labour codes, social security and the EPF schemes, with your own one page notes.
  2. Weeks 4 and 5: polity and economy from the class 9 to 12 NCERT texts.
  3. Week 6: culture and the freedom movement.
  4. Week 7: accountancy, auditing and insurance basics.
  5. Week 8: maths, statistics and reasoning practice, plus English drills every day from now on.
  6. Weeks 9 and 10: full two hour mocks using past EPFO papers from the UPSC site, and a daily news recap.

Eligibility in brief

The UPSC EPFO eligibility and syllabus go hand in hand. For APFC in the latest notice, the essential rule is simply a graduate degree, in any discipline, and a diploma in company law, labour laws or public administration counts as a plus. The maximum age was set at 35 for UR and EWS applicants, 38 for OBC applicants and 40 for those from Scheduled Castes and Tribes, and PwBD applicants get more years on top. EO/AO rounds have had their own, lower age limit, so read that notice separately. For the wider rules UPSC follows, read UPSC eligibility.

Books and the official syllabus

The upsc epfo syllabus official website copy is the appendix of the notice on upsc.gov.in, where past question papers are also posted. NCERT books cover polity, economy, history and science; a standard accountancy text from your graduation covers accounts; and the bare text or official summaries of the four labour codes cover the labour part. For other UPSC recruitment tests, browse the civil services exams hub, and see the UPSC CAPF syllabus if you want a uniformed service.

Post names, vacancies, the labour codes change and age limits here are from the latest APFC notice as reported. Each EPFO round gets its own notice, so confirm every detail in it.

Frequently asked questions

Do APFC and EO/AO share one syllabus?

The subject areas have been very similar, but each round has its own notice and the papers differ in depth. APFC is a Group A post, so expect stiffer competition for fewer seats.

Will wrong answers pull my EPFO test score down?

Yes. Each incorrect response knocks a third off whatever that item is worth, while a skipped item simply scores nothing.

What is the weightage of the interview?

The recruitment test carries 75% and the interview 25% in the final merit. You also need minimum marks in the interview, which depend on your category.

What changed in the latest EPFO syllabus?

Reports on the latest APFC notice say the labour laws part now names the labour codes, while the other areas stayed the same. Read the appendix of the notice to be sure.

How old can an APFC applicant be?

The latest notice capped it at 35 years in the unreserved and EWS groups, with 38 allowed to OBC and 40 to SC and ST applicants, with further relaxation for PwBD candidates.

Can I apply while still in my last year of college?

UPSC generally expects you to have passed the degree by the closing day of the online form. The Commission is strict on this, so go over the qualification clause line by line.
